Brussels speaks up for natural polymers: the EESC adopts an own-initiative opinion

The European Economic and Social Committee (EESC) — the EU body representing organised civil society in European policymaking — has officially adopted an own-initiative opinion on natural polymers. The opinion called “A comprehensive strategy for nature-based biodegradable materials to foster circularity and resource efficiency, strengthen the agri-food sector and scale-up the EU bioeconomy” was adopted on 29 April 2026, with 211 votes in favour.

What does the EESC opinion say?
The opinion calls on the EU to recognise natural polymers as a distinct, non-plastic material category. It acknowledges that materials whose optimal end-of-life is biological recycling must have an adequate compliance pathway under the Packaging and Packaging Waste Regulation (PPWR). It calls for solutions that reflect the reality of natural polymers, not legacy classifications designed for conventional plastics. It also recognises the socioeconomic opportunity: natural polymers derived from agricultural residues create value for rural and agricultural communities through the sustainable use of biomass, with no conflict with food production.

What does this mean for natural polymer industries?
This marks a milestone in the institutional picture. A European body has now gone on record, situating natural polymers squarely within the EU's circular economy agenda and calling for the regulatory framework to enable them.
